Too many of the IDF’s Non-Commissioned Officers (NCOs) are earning minimum salaries, and the defense establishment has not taken sufficient steps to streamline itself, a special report by State Comptroller Yosef Shapira, released on Wednesday, said.
NCOs make up almost half of career soldiers (45%), but earned a low salary, and a quarter of them required salary supplements, the report said. It found that agreements on NCO salaries were not implemented, harming the army’s ability to keep vital officers. The report also highlighted problems in the way NCOs were appointed. The report examined steps taken to economize and to ensure that the Ministry of Defense and IDF keep within the boundaries of annual defense budgets.
