UNITED NATIONS – The United States is leading an effort to create a way to attribute blame for chlorine attacks in Syria, diplomats said Wednesday.
The UN Security Council has been unable to follow up on a resolution it passed earlier this year that condemned such attacks in Syria and threatened action for further violations because no one has had a mandate to assign blame.
A council diplomat said the proposed new mechanism likely would answer to the council and would allow experts access to look into attacks.
The US did not immediately comment Wednesday. A US official on Tuesday said, “We are actively engaged in conversations with UN colleagues” on the chlorine issue.
